Maryland Cooperative Extension was established in 1914 through acts of Congress and the Maryland General Assembly, and is administered by the College of Agriculture and Natural Resources at the University of Maryland and the University of Maryland Eastern shore. Maryland Cooperative Extension partners extensively with the Maryland Agriculture Experiment Station. Maryland Cooperative Extension consists of University of Maryland Extension faculty and researchers based in offices in each county and Baltimore City, five Research and Education Centers located around the state, the Home and Garden Information Center, and on the University of Maryland grant campuses in College Park and Princess Anne. Our purpose is to educate people to help themselves by providing timely, research-based information through educational programs and materials in areas such as: Agricultural and Life Sciences, Environmental Sciences, 4-H Youth Development, Consumer Sciences, Family Development, Nutritional Sciences Community Development, and Leadership. Each County Extension office strives to meet local educational needs. Dialogue with residents to determine program direction is essential.

Cecil County is located in the northeastern corner of Maryland, atop the Chesapeake Bay and along the Interstate 95/U.S. Rt. 40 corridor. The county is steeped in American history dating to 1606, when Captain John Smith first visited. The Chesapeake and Delaware Canal was built from 1821-1829. Today about 70% of the county is farmland; its major industrial centers are located along or near interchanges of I-95 at the towns of Elkton, North East and Perryville.
